A bit about IDCs…
Since 1 May 2026, NZTA’s new Integrated Delivery Model (IDM) has replaced the long-standing Network Outcomes Contract (NOC) model, reshaping how state highway maintenance, renewals and asset management are delivered.
Going forward, NZTA will take a more active role in asset management and network decision-making, while contractors will focus on delivering projects safely and efficiently on the ground.
The reason for this shift is to help ensure better coordination, clearer accountability, more efficient maintenance delivery and ultimately safer, more reliable journeys for New Zealand road users.
For the contractors delivering the work on the ground, this shift also means:
- Increased focus on renewals, rehabilitation and network resilience
- Greater scrutiny on performance and delivery quality
- More coordinated programmes of work across regions
- Stronger emphasis on the right treatment, in the right place, at the right time
With a strong focus on maintaining, renewing and improving the state highway network over the coming years, we know there’ll be no shortage of work ahead (and no shortage of challenges to solve) – and we’re here to help!
